Data Privacy Workshop

For years, business advocated for a Data Privacy Law. We finally got it. Then we advocated for the implementation of the law. It eventually happened with the establishment of the National Privacy Commission (NPC). The NPC then drafted the Implementing Rules and Regulations, which will take full effect by September this year.

Are we happy? Yes and no.

Yes - because we wanted private data to be protected and we wanted to offer that protection in the Philippines which is good for companies doing international business and are processing data.

No - the implementation of the Law is complicated, opens doors to nuisance legal action, requires the employment of data privacy officers, and makes company executives criminally liable for data privacy breaches.

Does the Law and its IRR affect the Philippines as a destination for data processing, data mining and data analytics?

This workshop will discuss the complex situation, explain the rules and will outline the implementation process.

Atty. Vida Bocar

Attorney IV, Compliance

Atty. Vida Bocar is the Attorney IV of the Compliance and Monitoring Division of the National Privacy Commission. She graduated Cum Laude at the University of the Philippines Manila took up B.A Political Science and Bachelors of Law at San Beda College.

She has 9 years' legal practice and she is knowledgeable in Corporation Compliance requirements with sec and other government agencies. Atty. Bocar practices Labor Law and Commercial Litigation. She served as Corporate Secretary in various client corporation. She was the Corporate Compliance Manager at G4S Holding and Corporate Legal Counsel at Vantage Equities, Inc. and also became the Associate Lawyer in Oben Ventura and Associates, Inc.

Cleo R. Martinez

Information Technology Officer
National Privacy Commission, Republic of the Philippines

Mr. Cleo R. Martinez is the Information Technology Officer II of the Compliance and Monitoring Division of the National Privacy Commission. He studied Bachelor in Computer Data Processing Management

Former IT Professor and ISO Internal Auditor at National University.

He is an Accreditor of Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA).

Ms. Rachelle Mae O. Cagurungan

Executive Assistant IV of the Deputy Commissioner
National Privacy Commission, Republic of the Philippines

Ms. Rachelle Mae O. Cagurungan was appointed as the Executive Assistant of the Deputy Commissioner Damian "Dondi" Mapa. She graduated in Jose Rizal University took up Bachelor of Science Major in Accountancy. She is currently studying a 2-year studies on IT Security Program.

She has 5 years' experience in Project Management and Project Finance, handled development projects such as e-Governance for Efficiency and Effectiveness Project under Canadian International Development Agency (CIDA) and IT-BPM Knowledge Hub Project under Asian Development Bank. Worked as Monitoring and Evaluation Officer under Talent Development Department of IT and Business Process Association of the Philippines (IBPAP).
